2025 FIFA rules

Starting in April 2025, FIFA made rule changes to enhance the game and make it easier for all players to enjoy.

1. Goalkeeper Time-Wasting Rule:
Starting in the 2025-26 season, if a goalkeeper holds onto the ball for more than eight seconds, the opposing team will now receive a corner kick instead of an indirect free kick. To help with this, referees will implement a five-second visual countdown to indicate the time remaining.

2. Expansion of the FIFA U-17 World Cup:
The FIFA U-17 World Cup is set to make a significant change by expanding from 24 to 48 teams. The tournament in Qatar is happening from November 3 to 27, 2025, and it’s going to have a new format to let more people join in. This is great because it gives young talent a chance to shine on an international level.


3. Concussion Substitutions:
To enhance player safety, teams will now be allowed to make an extra permanent substitution if a player suffers a concussion. This brings the total number of substitutions up to six.

4. Adjustments to Handball Offenses:
For non-deliberate handball offenses that prevent a clear scoring opportunity in the penalty area, the new rule states that a penalty will be awarded alongside a yellow card, replacing the previous sanction of a red card.

5. Modifications to Penalty and Corner Kick Procedures:
For a penalty kick, the ball must be stationary and partially touch or overhang the center of the penalty mark, and the goalposts, crossbar, and net must be still. A penalty is given for a direct free kick offense within the penalty area or during play off the field.
When a corner kick happens, the ball is put in the closest corner where it went out and must stay still before a player can take the kick. You can score directly from a corner kick, but only against the other team.
